Ive never seen folk going down the hard shoulder really let alone getting stuck in a traffic jam on it in such large numbers

Yeah, but I'm guessing they would close off the hard shoulder as soon as an incident was reported or caught on CCTV (they tend to have camera's along the entire stretch of a 'traffic flow' section) to get drivers off the hard shoulder
M1 has gantry signs telling you to use the hard shoulder though; accident could have happened and it won't be reported straight away so the signs wouldn't have instantly been turned off, traffic backs up, hard shoulder blocked?
That said, the signs do normally say for next junction only so ignore me, They're all twats

Go for a drive down the M42 and you'll see that doesn't happen. But that section of the M42 is just

They backtraced that guy when filmed himself blasting round the streets, why wouldn't they do the same with this?
