Had an OS drawing, working at scale in Model and it is fine. But then when I put it into a Layout, it will not go to scale????

Like I said, in Model the measurements are fine, it is just when I switch to Layout it goes wrong.
Draw a rectangle around the objects in the model, copy it into the paperspace and scale it by 0.002, convert it to a viewport and then snap to the rectangle in the model space and it'll be at 1:500
