How would that drilled hole even work? it wouldn't reach the hole in the arch

he can make you return the bumper before you get a refund.

you then have to supply a tracking number before your funds are released so you won't be keeping it, and you'll have to pay return postage so you're going to lose £10 to £15 regardless of what happens.

unless of course he ticks the box for you to just keep it.
