Clearly as stupid as they look!

Surely the bikes have trackers on too, otherwise someone could just go on a test ride and not come back?

Fair play to the staff and the public! but they should have just dragged the guy in the hivis into the shop and pinned him down. If you can catch one person you have a 80% chance of then catching the others involved.
