Exactly this, he sounded like he was shitting himself on the phone, looking at the state of his car it isn't the first times he's hit other cars.

basically if the guy who has hit the car does not provide his details at the scene he has to provide in person as soon as is practicable, but at most 24 hours.
If he does not do this he has committed an offence as he has not complied with s170 of the RTA. So if i was you, get to the police station, report the accident with all your witness details and he will get collared then if he does not turn up and report it
