This is actually the most ridiculous thing in the world.
There are perfectly good filtering programs available for parents who would like to restrict access.
If I were a parent I would probably do this, because I am sensible and capable of looking after my own family.
Why do we need a complete block which will, inevitably, be got around by teens who can't be bothered to look, but blocks adults.

my only hope for the young is that their dad's want a cheeky gander too now and then and opt in. If not, that's some tough shit right there, can't even look at pr0n on your mobiles data connection without opting in either. They may tax more, cut public spending and support an army of dole-ys but come on, don't take away the porn! It's the only thing keeping teenage boys even slightly occupied crime rates will soar, especially from corner shop top shelves

When it says "will be applied" I think it means the rules.
Everything I've read and heard, eludes to that existing customers will be contacted to see if they want the filter.
