No both phones are unlocked as far as I know. The old phone may be unblocked but don't think it is.
Both sims are PAYG.

the phone is locked to the sim.i had a panasonic which did the same.it's for security incase someone steals it and trys to use the phone with a different sim.the only way to unlock it is to phone vodafone payt and give them the imei code.then they will give you the unblock code so you can use any sim
