Comprehensive? Do you mean compulsory?

Yes, I know this, as I have helped my colleagues change their tyres. But generally, "winter" tyres are just more rugged, studded tyres are rare, only used in areas where there is some serious road icing going on.

Even where I live (an hour away from the Austrian Alps), people don't have studded tyres.

PMSL I migth be wrong. Just looked on the Met - Never seen so much of the UK on one weather warning before.

Heavy Snow 1800 Tue 5 2359 Wed 6
Heavy snowfall is expected across parts of central and southern England and southeast Wales late Tuesday and on Wednesday. Accumulations of 5 to 10 cm are expected widely, with locally 10 to 15cm in central parts where there is a moderate risk of over 25cm. This is expected to cause disruption to transport networks and could lead to problems with power supplies. Outdoor events and activities could also be affected by the snow.

When ive had hire cars in finland twice, Once in december and once in feb, they both had studded tyres. My friend's bro also has 3 sets of wheels/tyres for his Astra. All opel snowflake allows too...
