The time scaling is stupid anyway.
Take my website for example, if the same username or IP is attempted to login incorrectly more than 5 times in a row a captcha is displayed that you have to enter before being able to login.
So all these '5 seconds' bullshit means nothing... Sure it can rainbow an attack quickly but it can only go as quick as the server responds.
It's really not useful at all IMO

This was my point earlier.
The 3 billion years guess is based on the character set and not a dictionary attack.
As letters, that has a complexity of 18^26 which is about 4.3 x 10^32,
As words, that is 50k ^ 4 which is only 6.3 x 10^18
If you start considering grammar and only allow valid sentences, as that is -
adjective noun verb noun
It gets even simpler. Their guesses are high. And yes, CS would probably close the connection well before you got any way in to any sort of repetition attack like that.

They could log the referring website and could obtain your username from that. Say you went from your Facebook profile to that page, it wouldn't take a genius to get your e-mail address and then log your password using their little form.
