When you bid it warns you that you are entering into a legally binding contract, so surely he is also legally bound to sell the car at the final bid price.
You can't just take it even if you leave the money there as it would still be viewed as stealing. If it's local and you know where the place is then go round as that's all you can do realistically.

F at all the people saying that it's your right to jut leave the money on the doorstep and tow the car away. I guarantee not one of you would have the balls to do that, let alone it being illegal.
No way will he sell it you for that, only thing you can do is give the guy bad feedback, you will not get that car for the price you won it for.

Even if you're not that bothered, hassle him out of principle.

You've done your part by trying to make contact so he isn't fulfilling his part of the deal by withholding the car from you. You are within your rights to report him to eBay also.
