You can spray over flatted paint but you get a much better finish re priming it.
Can't be arsed to type any more than that.

i'm a qualified panel beater and have been working in the trade for 5 years and everything steve has said above is correct if your respraying a car u only need to primer repairs or new panels as long as the paint on the car is in good condition and isn't flaking other wise it obviously has to b flatted down and primed
but your 100% right steve,there is no point in priming a whole car for a respray,u key up the factory paint using scotch brite and fine flatting paper to key the factory paint,so what help would primer b

the only things u prime are the pannels that have been filled.u flat of the whole car with either p800 wet or u use fine scotch brite and flatting paste. priming all the car is a waste of time coz then u have to flat all of the primer down and that is harder than flatting the original paint work

Its a sticky cloth that picks up bits of dirt and dust before you paint.

omg wat the fuck has this been dug up again for. yes i was wrong back then, just scotch brite the existing paintwork unless there is stone chips etc....
tack cloth is for removing dirt of the surface before spraying

when my car was resprayed they didnt reprime everything, only the bits where he had fixed dents / welded etc... and theres no marks on my car at all.
