so if your disabled you can get a go kart and do it?
dont buy it for one second  the link above tells you all the things a mobility scooter has to be road legal.
a go kart has none of them and is still not registered or taxed for the road

So you are basing you opinion on what you think is right and not on what laws/regulations state.
You have cocked up already by saying electric scooters can't go on double carriage way, when they can(under certain rules).

amongst every other thing wrong you have said you still think you can do it?
your comparing a go kart for the road against a disabled mobility scooter? one of them actually has a purpose to serve for disabled people but thats neither here or there.
it says on there for mobility scooters:
The vehicle must have certain construction features, including:
a maximum unladen weight of 150 kilograms (330 pounds)
a maximum width of 0.85 metres (2 feet and nine inches)
a device to limit its speed to four mph (6.4 kilometres per hour)
a maximum speed of eight mph (12.8 kilometres per hour)
an efficient braking system
front and rear lights and reflectors
direction indicators which are able to operate as a hazard warning signal
an audible warning instrument (horn)
a rear view mirror
an amber flashing light if it is used on a dual carriageway
so a go kart is going to have all of the above is it? even if it does will it then be taxed and registered with the dvla?
failing this why dont you go outside now , break both your legs and get an actual mobility scooter for real.

No reason at all why you couldn't modify a go kart to mobility spec, but it would end up looking and going like one.
The answer to the question is yes - get the spec and do it, and a paper bag for your head while you're there.

Why you just quote figures for mobility scooters only and nothing else?

My cousin had a petrol go kart we used to go on the roads all the time with it (his area was quiet not many cars about) just have to be careful.
