How did you come to that price? Quidco is only 10% isn't it? I worked it out to come to about £525 after discounts.
649 - 15% voucher code = 551
551 - 20% [HP VAT] = 440.8 (The price you get cachback on is pre vat)
440.8 - 10% [Quidco Cashback]= 396.72
396.72 + 20% [HP VAT] = £476
You pay £551 on HP site, and will get cashback back, have I done it wrong somewhere?
For starters the discount code is 10% not 15%.
Then when you add the VAT back on I think you should add the same amount of VAT that you took off originally (you take off 20% of 551 and put back 20% of 396.72).

So it should be:
£649 - 10% = £584
VAT @ 20% = £116.80
Ex VAT = £467.20
Quidco Discount = £46.72
£467.20 - £46.72 = £420.48
Add the VAT back on = £537.28
Something like that.

Because the Quidco cashback won't reduce the VAT, it will just only apply to the pre-tax amount.
