Though it depends on your definition of "cold" tbh 
I find that most UK steak places are one tier of temperature higher than they are in pretty much any other part of the world.

I've nothing against blue steak but you really need to trust the restaurant and their suppliers. Not many restaurants in the UK will do a true "blue" steak, if any tbh. Too much at risk.

You have to go to a decent steakhouse to get a blue steak; as you say, majority of places (due to H&S) won't offer blue rather they'll serve you a rare steak.
