You can put a plaster on a child.
You can restrain a child.
The fact that a lot of institutions in their own processes routinely don't is entirely based on their internal decisions. The law will support you in both, which is more than most employers but don't get me started on the education sector. Suffice to say I'm out of it.

There were some changes to the law that made it more acceptable to use physical force, not been keeping up to date while it doesn't affect me any more.
The law being restrictive is a lot of the time a cover for management being fags.
