No-one's claiming he did 120 with no brakes. If he's got no brakes he's a potential liability at any speed.

I always drive past the police on the motorway at about 80-85mph.

Not been pulled yet in 15 years of driving.

That makes a 100% success rate in police overtaking manuvoures.
