One in a billion in universe terms is pretty small. I'd be pretty surprised if no other life exists in the entire universe. Yes the odds and scenerio needed for life to form are insanely slim but then then universe is so massive it becomes highly probable.

I often apply this thinking to when anyone discusses finding a plant likely to sustain life, they automatically assume life needs oxygen, sun and water. This is obviously if you wished to replicate our life system. Who's to say life has to form to these rules? I.e there could be aliens that do not have a human form in any way (bugs anyone?) and breath other gases, if they even breathe at all. It simply is what we understand not what is possible.
Always makes me think that.
