Its primarily down to a complete lack of education and proper upbringing.

People can whinge and moan like Daily Mail readers about benefits all day long but taking them away wont make them all of a sudden go "oh shit, best apply for a job now" Its simply not in their mind set to work, something they'll have picked up from their parents and people in the local area they live in. Many will have dropped out of school so theres no education there either.

Theres no easy solution, but taking away benefits will only exacerbate the problem if you ask me.
