I don't notice any difference between quality 10 (what I save in) and 12 tbh

Jamie, numberplate smoothing looks pretty good but on the left there's a bit of orange in the black that shouldn't be there and it also goes from light to dark from where you've done it. Maybe a light bit of smudging then some blur tool would sort it out.
