Not quite true. Turbo's respond well to increased air flow into the engine from a freer flowing air intake. Means the turbo has to do less work forcing the air in and can run lower boost. The Nissan Sunny GTiR combines TBs and a turbo I believe. But the problem (apparently) of going down this route is that this combination is a complete pig to map because just a slight change in throttle position produces a large change in air flow, which makes it difficult for the ECU to keep up with what's going on.
