the highway code tell you to reduce the distance between you and the car infornt if someone is tailgating. what you could have done is stop and ask them why they are driving so close to you

Ive heard that if they follow you for longer than 15 mins without stopping you, they can be done for harrasement. Not sure how true this is though.

The chances are rare, as a patrol car going the same way as you over 15 minutes will probably take them out of their patrol range

Yeah, 15 mins is a long time. Then again, they could be innocently going the same way. As I said, Im not sure how true it is.
