Grind away rust and weld... mesh isnt a good idea for filling holes etc as the the filler or fibreglass can sink slightly which will look poo. Mesh should really only be used for things that might endure a little movement or vibration.

Weld a plate as close to the surface, without being higher than the surface...
Grind all the welds down, again so their not higher than the surface. Mix up some fibreglass and fill it up, flatten it down, then give it a skim of filler, flatten that down till you get the shape right, then you'll prob have a few pin holes to fill in, the prime and paint.

for the wiper hole i'd weld the plate from the inside (cut a plate bigger than hole, place over and weld.)

grinding tacks back simply reduces the strength of the weld.

we fibreglass mat the area after we've flatted the fibreglass paste, gives it strength and reduces any risk of cracking at all! Just a tip there

if u dont want to weld it get some panel bonding adhesive from 3m. they use it for sticking quater panels on etc. just as strong as welding. just takes longer than welding to dry
