will hamerite metal paint take to plastic without plastic primer????

The solvents in Hammerite might attack the plastic. Doubt if primer would isolate the two. Also, Hammerite is very hard once cured and plastic is softer. You are likely to find that expansion/contraction of the plastic with changes in temperature may cause the paint to crack and/or lose adhesion. Think it's a non-starter for a long-lasting job.
