previous heatsink not seated correctly perhaps.
Only real way of getting 20 degree drop, is either watercooling or phase-cooling.

it doesnt really work.. i tryed that when my comp was runing at about 70 degrees...
i just got a new case one fan at front one at back (pulling air in at front pushing it out at back)
and a decent heat sink and fan.
never runs anymore than 50 degrees.

yeah years ago I made the mistake of having a fan next to it while I had the sides off, just didnt work well for me.
instead I keep the box sealed, large fan maybe 120mm at the front sucking air in and two 80mm fans at the back pushing air out.
and like you said, good heat sink and fan sorts things out nicely all about airflow.

my system runs at around room-temp at idle & around 7-10 degrees hotter than room temp under load.
like you say willay, its all about airflow (or in my case, waterflow )

You need a motherboard that supports it. I've got a MSI 848P Neo which comes with software that lets you see the temp of the CPU and overclock in real time
