Probably because before speed camera's about 59,000 people a year got nicked for speeding...

Now over 1,500,000 people a year get nicked for speeding...

So back then it was rarer and thus the premium rise was apparent... now its as common as muck for people to have points (though I have 0), and thus they realise having points is normal and not the crime of the century.
