before that just check the following.
check no floppy disk in drive.
check keyboard and mouse ports are connected and in the right ports.
check no cd in drive.
then you could do what siberia said.

system.ini is quite an important system file mate. They're kept in the root C:\ directory. You sure you didn't delete it thinking you didn't need it?
Only way to get it back up is to replace the file somehow. Failing that I would just re-install windows.

if you just do a over the top installation you should not lose any data atall. If your using windows 98 and can get to a dos/command prompt you can do a thing called scanreg. just type scanreg /fix or /restore which might help you out.

have you got a boot disk mate?
If not then you can download them depending on what OS you're using.
Do a google for boot disks. They will give you a command prompt so that you can try what Ev0s said.

system.ini will be stored in C:\WINDOWS\SYSTEM\ or similiar...
it is a core file as mentioned above
WinMe is shite in the way it 'hides' dos when you boot - pure cack by MS...
it wont be a virus, will just be an issue or error on your hdd, run scandisk & check it.
