Temperature gauge by speedo shows engine running cold, needle is always hovering just
about the bottom mark on the scale (although it does go up when it overheats).
I've replaced the temperature gauge sender, made no difference.
Car seems to drive fine, getting over 50 MPG (1 litre 12v engine)
So:
Does it matter at all / does it need fixing? Or should I just leave it?
Does it mean the thermostat needs replacing?

If the needle goes over the top mark (100 Degrees) then you need to worry,
how long have you had the car?
previous owner may have removed the thermostat completely or it may just be stuck open.
whip it out and put it in a pan of cold water, then proceed to boil the water, you should see the thermostat open.
