I think most programs will do it so long as you de-select 'scale to print' on print options.

i dont want to scale it down, i want to print it then stick the a4 sheets together to make it a2

Print in photoshop, and look for an option called 'spreads'. choose you paper size and make sure 'scale to fit page' isnt selected
