best not have it fully dried, you want it still abit tacky, or the lacquer will not stick to the paint, and it will run very easy. Also causes the lacquer to peel after a few months as it did'nt "bond" to the paint properly, as you want the first coat, to not just sit on top of the paint but to melt in abit, and then spray the usual thickness of coats
