is that basicly hand tight, coz i cant find a torque wrench to buy that goes any less than 13.6 nm - 10 ft-lb.

yes, hand tight should do it. anything that low wont need to be exact.
cam cover bolts?

it's for the sump, i've allready snapped one last time, that i have to try and get out the block.
i've bought new sump pan, gaskets and bolts so dont wanna mess it up so wanna get all the right info.

p.s new sump pan was £195 incl bolts

For the sump you just nip them up. You don't want it too tight. I made the same mistake as you, used my torque wrench though and found out it was totally out. New sump and a new set of bolts
