Try > THIS < speed checker (adsl uk speed checker) and see what it pops up with. On a 8mb connection, you should be getting a download approx. 800k/s at full pelt (not sure what you're upload is, but if its 256k then 25k/s, 512, 50k/s - give or take etc)
Like said though, could be a number of problems - congestion on the exchange, noise on your phoneline (get bt to do a line check), if it's P2P thats shite then it's probably traffic shapping (can get around it), dodgy microfilter (get hold of a spare, try that).
Does it happen all the time or just during certain time periods? And do you get shite speeds on all of your computers, or just yours?
However, remember that with ADSL (infact any connection, but more so on adsl) you aren't guaranteed the speeds, so don't assume that because you're paying for 8mb that you should be getting 8mb. Usually isps have a threshold of whats acceptable for a connection and usually if you're getting half speed (ie: 4Mb in this case) then it'll probably be deemed acceptable.
