2hrs at least just to let the paint harden off unless its was kiln dried.
just to be safe anyway

it would happen if the paint is thin, or still not quite hard round the rim

best way to spray alloys is to deflate the tyre, Break the bead, not remove the tyre
paint the alloy, let dry [ depends on hardner used and drying facilities ]
then after elapsed time, put air back into tyres.
this way saves the machinery from being used and prevents scratching fresh paint

agreed, why cut corners when powdercoating runs circles round spraying
last longer, harder wearing etc etc ......

common sense and general public
if they are non the wiser to paint application, you may assume paint is hardened if its dry to touch, and a good tyre fitter can apply tyres to alloys without marking them.

powder coating - apparently this can weaken the alloy structure causing unseen damage
Not sure if i read that on here or if its myth

i know exactly why the wheel was scratxched...
The tyre machine used will have been to close the the wheel, regardless of the paint being dry or not it will have scratched your rimm all the way round in a perfect circle.
Always ask if you can stand next tothem if they are throwing a tire on your rim, That way they will make sure they do it right.
