it has no ram, graphics card or hard drive installed?

I don't want it to post, just power on.

All I want is to check the case fans + CPU heatsink fan, and the noise level.

Would I be harming anything by starting the machine?

yes it will power. It will do nothing else.

You shouldn't harm anything either.
