is this correct? take off wheel, take off hub nut metal cover, take out split pin, tighten the bolt up to the next hole, put split pin back in, cover on, wheel on (if you don't want the sparks and associated damage)

yes..
dont overtighten it....
you may find it easier to fit the wheel with the splitpin + greasecap off, then adjust just enough to remove the freeplay...
then rebuild.

easiest way to tell when they are tight enough is to try and move the washer behind the castleated nut with a flat blade screw driver. as long as the washer can be moved without too much force with the screw driver you know you havent overdone it
