Its down to the fact Fergie has been able to build his squad of years and year and only needing to add one or two players a season. Where as Rafa had to come in and rebuild the squad totally. If he is still here in 15yrs time then Im sure he may only need to spend his budget on one player a summer for a sizeable amount, rather than half that amount on a number.
As I said in the other thread, its a big difference in quality in buying £10m players and £20m players as you can do with most signings.
