No, he is right in terms of PSI is a measurement of area and pressure.
However, they should definitely be higher on a lower profile tyre, as if they are as low as the manual, the rim will ground out over potholes etc.

fair point about the potholes but you have to be careful increasing the psi, can cause the tyre to wear more in the middle of the tread. Plus the psi of your tire will increase when the tyres get warm. I drove my brothers car when he had over inflated the tyres and it literally started to boucne rather than roll down the road.
