yes they do, shouldnt be protruding as much as the fronts.
rears stop all the crap getting to the bearing aswell so ideally needs to be there

lol i dont understand how youve managed to make changing a set of wheels so confusing, you need the spigot rings otherwise the wheels will vibrate when traveling at speed, and the shuold have a little indentation that you can put a screw driver into and prize it off there a push fit

Had to take the hub caps of the front 2 wheels which took forever, one of the spigot rings came off in 5 pieces. 
Ah well hey!
