Right, A mate just started to lose weight and noticed one of her breasts is smaller than the other.

Is this normal for it too happen too one but not the other?

It's perfectly normal, if it's so noticable that it looks weird then tell her to put on more weight, half a stone say.

Yes, perfectly normal. As is normal in the absence of weight loss for one to be a different size than another. Weight loss has just accentuated it. Will balance out (so to speak) over time.
