Took me steelies off,

Trying to put my alloy wheels on. But i can because there is this oval thing which pokes out of the steelies. Does this come off or do i have to get an adapter. It won't fit inside my alloy

how do you take the cap off as i was trying to put some alloys on the other week but the bit that sticks out was stopping my aloys from going on?
