I've found speedtest to be one of the worst out there. I am on an unbundled connection and the last few times I have tried the test its given me a range of answers of between 1000-3000kb/second

I know this is wildly off as I can go onto the newgroups and instantly max out my connection to approx 13000kb/second. I've found them the most reliable way of speed testing.

That along with large ISO / WMV downloads from MS seem to be reliable

When i go through newsgroups my connection peaks at 2.7meg for a few minutes then settles at 2.1meg and thats constant.
