Reasoning is two fold, partially security, in that if people have a genuine reason then they tend to answer, if they're ripping off someone elses account they tend to get stroppy.
Second is about savings retention, most are targeted on the amounts they hold in savings.

I went in when i got the Ibiza, they wouldnt give it to me in cash, they would only give me a bankers draft. Said to the woman "Listen love, the stuff im buying with this, you cant use a bankers draft, Know what I mean".
The look on her face was priceless
