Bought something off eBay but received a card from Royal Mail this morning to say i have to pay a customs charge before it is delivered. Who pays the custom charge, the buyer or seller

Unfortunatley you will have to pay it if you want to receive the package, I would pay it then claim it back from the seller if he never stated anything about custom charges.

Unless specifically indicated in the paperwork, the RECIPIENT pays for any destination customs charges.

TBH if you go back to the seller and ask him to pay the charges, he is well within his rights to tell you to GTF.

Anything over £18.00 in value (or £36.00 for a gift) is liable for UK import duty and VAT.
