Am I right in saying that on idle there should be petrol coming through the return line on the top of the tank?, if I take that pipe off it is dry as a bone?
Could this be anything to do with my car emptying petrol out the carbon cannister due to a pressure build if there is a fuel cap on?
Would this make the car take longer to start?

It should only come through the return if the fuel pump is running.. Could be a jammed up pressure regulator.

Yeah it does
If pump is running then like I said I'm guessing the FPR is jammed shut.
