Is this for the DVLA?
If so you don't need an engineers report. Just a brief letter on headed paper from a garage stating engine has been swapped supplying the new CC and engine number.
That's all I did after phoning them to see what was required.

Give me a shout when you're down llandudno way mate, a lad called Dave Chambers or Gary Marfell at Llandudno Garage behind club 147 will do one for you.
