Aye, I have been looking at the same.
The Govt. has put strict quotas on how much they have to invest as to stimulate the economy. Obviously this could go tits up should the economy crash again, but if you're of the opinion that we're on the way up then those shares should increase dramatically over 12-18months.

It costs nothing to set up a stocks ISA (you can put in £4k into a min and £7k into a maxi over a year period). Any money you make (say you made £1k in profit on some shares) can go into the ISA and you wont get taxed on this and it also wont take up any of the allowance either.
It means you could effectively, over 3 years, have up to £21k (thats just £7k per year in a maxi, ignoring any profit you may make over the 3yrs) you can invest in shares where you pay nothing on the profit you make.
As for costs...if you use the sharebuilder then it'll cost from just £1.50 per trade, as they'll only trade a select number of dates per month so they can group all the trades together and lower costs drastically.
