The point you missed is the life expectancy was very low not so long ago. Something like 40 years old was the average about 150 years ago. 11 years old would have still been too young 1000 years ago, biologically you're meant to reproduce when you've gone through puberty. Why do you think teenagers are so horny? Most 11 year olds ought to still have a pelvis that's too narrow for child birth.

I know for boys the ability to fire active rounds comes some time after toning of the gun, but that is OK, there's no problem with that in terms of ones' ability to further the population. I would though consider giving birth and not being able to feed the baby to be somewhat of a design flaw.
