Can do it without jailbreaking. Convert what audio (can't be longer than 30seconds) you want to AAC (plenty of encoders out there) but make sure the filename doesn't contain numbers or weird characters, so no bob-12123-frank.aac etc. Then change the extension, so (filename).aac to (filename).m4r and add it to the iTunes library which should put it into Ringtones. Then make sure sync is selected on ringtones.

You can use iTunes to cut 30 seconds of whatever bit of a song you want and to convert to AAC at the same time. Then change the extension as above and re-add it.

Use Audiko.net to find the song you are after, save it in the iTunes library and then sync!
