Skimming the head removes a very small amount of metal from the bottom of the head, its done to make sure that its perfectly flat, and not warped. Only 3/4 thousands of an inch are normally removed. Doing this increases the compression and will marginally increase power. It will also bring valves and pistons closer together. There are only so many times it can be done to a given head.
Gas flowing is basically porting the head, making it so that the head is freer flowing to get the mixture and exhaust gases in and out quicker.
