dunno what u've checked already, but maybe double check both cards are physically in place properly, installed properly with relevent drivers etc, possibly try em with a new cable if uve got one, or test the cards in different computers ??

hold the two ends of the cable next to eachother so u can see both sets of wires. if they are identical you have the wrong cable. if some wires are in different places then you have the right cable.

if no lights are coming on, on the network card then its def. the wrong cable, or the card is faulty or not all the way inserted into the pci slot.

u need a crossover when connecting two similar devices.

the above test checks to see if u got a crossover cable (wires are placed differently at opposite ends)

if you want a cross over cable the colour code should be:

one rj45 plug will be:

white orange
orange
white green
blue
white blue
green
white brown
brown

and the other will be:

white green
green
white orange
blue
white blue
orange
white brown

You need a crossover cable as everyone else on here stated. They probably sold you a patch cable by mistake.
