Cams, verniers and maybe a ported head for about that much, maybe a touch more?

Strip it out and have one or two bucket seats in the front?
removing the interior is free but buying bucket seats wont be but will make it lighter.

i erd vxr injectors doo??i must have herd rong?? yee i will fink of that i erd lightend and balanced flywheel,power cap,cood induction kit, straight through and cams should send me up to 180 bhp ??

45s are carbs, not sure that you need them to get to 180 brake though...?

bike carb kit from bogg brothers, 264 cams or get the pistons pocketed and run some 270 cams with head work and carbs and you should be running about 210+bhp.
on your budget i could do a ported head and a pair of cams, but ideally you would need verniers too.

alan - you need the 1.6 mk2 cav dizzy set up or a h&h ignition set up.
danny - should see about 175bhp ish...would be better if could get it chipped or mapped to raise rev limit slightly and fit some arp rod bolts.
